きめつける【決めつける】

jump to a conclusion; make a rash [biased] judgment; assume.

●茶髪の生徒は不良だと頭から決めつけるのはよくない. It's not right to jump to the conclusion [assume] that students with hair dyed brown are delinquents.

・警察は初めから男を犯人と決めつけてかかった. The police had made up their minds right from the start that the fellow was the culprit.
